During a generation of peace in the Land Northward, the people hold firmly to ancestral patterns and seek the Spirit's confirmation of their governance. At thirty, Heinmet is called by the Council of Mentina to serve as high priest. He recounts the line of successors since his mother Pa-Nat: Shian Tsueth served four years, his son Shien Tsian three, the inseparable twins Notham and Niem two years before dying the same day, and Nephat four, each discharging the office honorably.

Heinmet then catalogs the duties he now assumes. The high priest stands in the role of the Peli for the whole city, presiding over communal ceremonies and over the Council itself, ensuring all voices are heard and adjourning when tempers flare. He blesses new records, public buildings, and lands worked for the storehouse, which he oversees.

He adopts newcomers, represents Elohim the Heavenly Father in High Place ordinances, trains future Peli, and joins fourteen other high priests in convening Great Councils.
