Two centuries after the Peacemaker's visit, Heinmet records the state of the wider lands. Nephites and Lamanites from the Land Southward have established colonies along the gulf in the southern reaches of the Land Northward. Though these settlements follow Christ's teachings and practice consecration informally, they do not covenant as the Nem do, govern separately from one another, and worship in their own fashion.

The Nem regard them as a neighboring nation rather than their own communities. Heinmet laments that the Three Disciples no longer visit the Land Northward in his lifetime. Reports trickle in of growing pride, costly apparel, sectarian divisions, false churches, persecution of the righteous, and the resurgence of the Gadiantons in the Land Southward.

A Great Council convenes at Witchittim and orders the principal cities to construct earthworks and gather scattered villagers inward. Mentina, naturally defended by desert and narrow passes, simply consolidates its population, while other cities fortify and provision their southern neighbors.
