An ordinance of adoption follows, in which a Peli takes the newcomer by the right hand, proclaims them kin, and baptizes them as a token of family covenant, after which neighbors build the new home together.

Mantheus recounts a council debate over wealthy converts, rejecting forced surrender of property: each person remains steward of their own substance, freely offering surplus. He details graduated responses to idleness, theft, false witness, and accidental injury—chastening, restitution, and possible expulsion—while murder, rape, or mayhem proven by witnesses bring swift secret execution, a safeguard against Gadianton-like infiltration.
