Oug, son of Sanempet and a descendant of Hagoth, introduces himself as the lone high priest left behind in Mentina to keep the record while his brothers traveled south to preach among the Nephites and Lamanites. Communication with them faded as wars with the Gadianton robbers intensified. Oug describes how geography, faith, and a distinctive system of government shielded the Nem from the robbers: village councils are elected by the mothers, with representatives ascending to city and national councils, while spiritual matters are governed by high priests organized in regional and great councils after the pattern of Nephi.

Oug recounts the debate among his people over how the signs of Christ's death would unfold, urging trust either way. When the day came, darkness, earthquakes, and devastation struck, and a voice rehearsed the destruction of Zarahemla, Moroni, Jacobugath, and other cities, declared Christ's identity and the end of blood sacrifice, and called the survivors to come unto Him with a broken heart.
