In the 567th year, a battered remnant of Nemen led by Hin arrives among the Nem of the Coasts after nearly a year at sea, having been persecuted in their homeland for living the Law of Common Consent. Reduced to a tenth of their numbers, they are welcomed, settled along the shore, and given teachers. Hin recounts how his fathers, descended from the Islands of the West Sea, had been joined by kindred Nemen migrants before wickedness drove them out.

Simultaneously, Timothy, one of the three translated Nephite disciples, visits Nespelem. The chapter explains the stewardships of Timothy, Nephi, and Mathonihah over the scattered remnants under the Apostle John, and their preserved but harrowed condition. Timothy then delivers an extended discourse praising the Nem for living the New and Everlasting Covenant, condemning unrighteous dominion in the home, and prophesying that latter-day Gentiles will pollute the sacrament, that a Remnant of Lehi and Levi will be restored, and that the Nem records will become an ensign to them.
