During his stewardship he witnessed the restoration of unity among the Nem of the Mountains, whose cities had grown distant and self-absorbed during the upheaval of the Great War. Through his ministry, representatives once again gathered at Elak Kowa for the Great Councils, and regional General Councils were reconvened.

Cities began dispatching their own Traveling Councils of Peli, sending young men and women to visit other communities, which knit the people together through familiarity and shared labor. At Moroni's urging, temples were raised throughout Nem lands, and the ordinances of the High Place spread widely, with the traveling Peli instructing local people in constructing Lodges and performing the rites. Civic engagement revived alongside spiritual renewal.
