Shioni Akek recounts the rebuilding of a new settlement called Elak Kowa, named in remembrance of their origin, while the once-flourishing valley of Mentina lies abandoned. He describes in mournful detail how the city decays: cisterns overflow untended, wooden houses crack, streets crumble to dust, orchards wither, and the lake reclaims the lower buildings. Only a small Nem garrison remains to guard the Archives.

He reports continuing fellowship with Nem in the North Country, the Islands, and across the western sea, though news from distant lands tells of enslavement and false traditions. Shioni Akek then justifies his people's exodus from Mentina: the Tucantorites, like Gadianton robbers, sought dominion and slavery, but the Lord did not command warfare against them. Drawing on Nephi's pattern and his father's warnings about the Nephite destruction, he argues that remaining would have corrupted a peaceable, healing people with fear and wrath.
