The chapter opens before any creation, with Heavenly Mother questioning why the deep beyond Their world remains dark and empty. Heavenly Father initially defends acting only upon what already is, but She insists Their endowment of power demands expansion. They separate to work: He organizes matter into astral bodies but cannot give it life; She quickens matter but cannot order it.

Recognizing that creation requires both, They covenant to join Their powers, becoming one — the first marriage covenant, which is offered as a pattern. They beget spirit children who progress through endless lives, organizing worlds, line upon line. Traveling Their creations, the Parents discover the Holy Ghost and His people, incorporeal beings unknown to Them.

Through experiment and counsel, a New and Everlasting Covenant is conceived: a Chosen One will gather all consecrated experience and transmit it through the Holy Ghost, shortening eons of suffering. Lucifer rebels demanding glory without submission; Jehovah, the Firstborn, accepts. Michael leads the war, Lucifer is cast to earth, and creation proceeds across measured days until Michael is placed in Adam's body.
