This opening chapter establishes the framework for temple worship, instructing that the principles of the High Place be taught beforehand so candidates grasp the covenants they will make. The temple is reverenced as a place of instruction, open to any soul of good intent but never imposed by force; compulsion is named as a Gadianton corruption and is to be referred to the council. Entrants must purify themselves, whether after the Ammonite manner or through prayer and fasting, since whatever dwells in one's inner temple is carried into the outer one.

A ceremonial robe is described, worn differently as understanding deepens: a woman places it on both shoulders, signifying the Mother's power and Eve's rejection of Satan, while a man begins with the right shoulder and progresses line upon line. Couples advance through the Laws of Obedience and Sacrifice, the Gospel, Chastity, and Consecration, sealed by washings, anointings, and the Holy Spirit of Promise. Covenants must never be rushed.
