Shi-Tugo introduces himself as a former Lamanite warrior who fought against the Nephites under Captain Moroni. He praises Moroni not only for victory but for the mercy and wisdom shown in offering the defeated Lamanites a covenant of peace, allowing them to live among the Nephites rather than be destroyed. Shi-Tugo and his kin accepted, settled among the Ammonites, took up farming, and were welcomed warmly, particularly because many among them were healers.

He affirms the Ammonites' reputation for righteousness, citing the miraculous preservation of the stripling sons of Helaman as evidence of their faith. He then begins recording Ammonite customs, beginning with marriage. He describes an elaborate courtship in which a suitor seeks counsel from the bride's mother and father, followed by sacred council ceremonies.

A Peli officiates with incense, prayers directed to the Father, Mother, and four cardinal directions, ritual gifts, washing, anointing, symbolic stripes prefiguring Christ's atonement, and a sweat-lodge purification. Shiblon, lacking a nearby temple, has sanctioned these adaptations of temple worship.
