Shi-Tugo describes how priesthood authority is conferred among the Ammonites, where authorized officiants are called the Peli. He explains that this authority descends by adoption or by lineage tracing back to the fathers who dwelt at Jerusalem, and must be confirmed by the laying on of hands by the Lord's anointed. Significantly, Ammonite men do not receive priesthood apart from their wives; the ordinance is joint.

The procedure is described in detail. The couple is seated at the center of the sacred place, with the Council of Peli arrayed around them in circles. The presiding Peli announces the purpose, names the couple, and declares them husband and wife, the council assenting by clapping.

Sacred herbs are kindled, the smoke offered toward the sacred directions, and the officiator lays his left hand on the man and his right on the woman, conferring priesthood jointly. Prophecy follows as the Spirit directs, and the council seals the act with three claps of agreement.
