Pa-Nat opens her continuation of the Nem record, noting how her people now fill the Land Northward from sea to sea. She digresses to honor her father Shimlei, who formally adopted the descendants of the Seven Companions of Sanempet, since that ceremony had never been completed for them. Because his household swelled, the city gave his natural children new administrative names — Pa-Manti, Pa-Samuel, Sibal, Shi-Muel, Shi-Menti, and Alma-Im — and the adopted likewise received new names.

Pa-Nat details the adoption rite: gathering in council, praising the natural mother, raising sacred smoke (now also embodied in the Sacred Pipe representing temple tokens), and bestowing a new name. She catalogs the adopted lineages descending from Stephat, Nepham, Joram, Zeezret, and Phez. She then sets forth the laws of Mentina: capital stoning for murder, sexual violation, and abuse of women or children; restitution and forgiveness for lesser offenses; equal treatment of sojourners; Sabbath observance; rejection of idolatry; worship of Father, Mother, and Christ as distinct Persons; common stewardship eliminating covetousness; and a minimal legal code preventing the lawyer-class corruption afflicting the Land Southward.
