Pa-Nat reflects on his years as clerk to the high priests of Mentina, noting that the Nem enjoyed continual peace without warfare. He describes their judicial system: no lawyers exist, parties represent themselves before councils, and unresolved disputes ascend to the general assembly, whose verdict is final; those who refuse the community's judgment are cast out. From this he draws a broader teaching on refuge.

Their forebears departed the Land Southward not in panic but by the Spirit's promptings, settling defensible valleys like Mentina and Corianton, naturally fortified by mountains, deserts, and waters. He urges future readers to prepare similar refuges before crisis strikes, warning that flight without preparation leaves one vulnerable to predators rather than safe. True refuge requires stored provisions, recorded testimony, covenant community, and hearts severed from worldly riches.

He commands readers to forsake Babylon, build Zion inwardly and outwardly, and obey God's law so the Gadianton spirit finds nothing worth assailing.
