After Sibal's departure, the council and the people of Mentina press Pa-Nat to take the seat of high priest, succeeding his father. He accepts reluctantly, feeling the weight of the calling alongside his family duties. Pa-Nat reflects on Mentina's significance, believing the city will be remembered in all ages because the archives and libraries of the Nem are housed there in the salt, where the Lord will preserve the records against the latter days.

The buildings themselves are beautiful but impermanent; what endures is the spirit of the place, which speaks comfort to the righteous and dread to the wicked. He teaches that the valley signals when its population grows too great, prompting new settlements. Most of the chapter develops a doctrine of earth-stewardship: the land is a living partner who withholds abundance from despoilers.
