After twenty-five years as high priest of Mentina, Moroni records that the city had grown beyond what the land could sustainably support. The Council ruled that families must divide and disperse, but this provoked resistance, for many refused to acknowledge that the Council held authority to compel such a choice. Moroni affirms that without a grievance brought before it, the Council had no right to bind the people.

He convened the citizens, who dissolved the body and tasked a Council of Mothers with nominating a new one; through several rounds of nomination and election, a fresh Council was seated, with Natanhim chosen as Talking Feather. The renewed Council taught the danger without seizing power, and the people voluntarily organized to plant a new settlement. Moroni then warns at length, citing the ruined cities near Hagoth's first landing, that any people—Nem or otherwise—who exhaust the land and ignore the Lord's counsel will see famine, collapse, and abandonment.
