After the council's decision, the people voluntarily divide themselves, founding new settlements southward at sustainable intervals. Moroni's own son leads a group northward to live nearer the Nem of Nespelem. Elak Kowa, having grown into a full city with its own High Place and synagogues, petitions for Moroni's release from presiding at Mentina, and the Mentina council grants it freely, mindful of Heinmet's earlier example.

Released, Moroni shepherds his own city and ordains high priests throughout the spreading settlements, decentralizing what had been overcentralized. Moroni then describes Nem ecclesiastical custom: Peli (teachers and priests confirmed by revelation), frequent sacrament observance at every gathering, circular synagogues without rank, hospitality to strangers managed through the priest's storehouse, and the care of wayfarers as every member's stewardship. He teaches that priesthood is the personal commission of Christ confirmed by the Holy Ghost — women possess it through the Mother's covenant from birth and are blessed into office, while men must receive it through the Peacemaker and be ordained.

The commission must be continually renewed through righteousness, illustrated by Aaron's calling and his exclusion from the promised land.
