This chapter sets forth the doctrine and pattern of priesthood among the Nem. Women already possess a great endowment given by the Mother before the foundation of the world, while men receive priesthood by orders and ordinances; both sexes operate under the same commission of the Peacemaker. Two orders are described: the preparatory Order of Levi, which trains a soul to lay aside the natural man, live the Law of the Gospel and Sacrifice, and minister the basic ordinances; and the Order of the Son of God, the culminating priesthood by which one rends the veil to the Mother and Father, learns consecration and chastity, and presides over the ordinances of the High Place.

Conferral language is specified, with men having the order conferred and women ordained to it. The chapter warns that priesthood without divine commission is empty, illustrated by Pharaoh's error of claiming priesthood by lineage rather than by the Lord's calling.
