Moroni opens with a doctrinal preamble: the Nem look to Christ alone for atonement and exaltation, and any people or teacher who diverts that gaze has wandered from the plan of happiness. He then narrates a cautionary episode at Mentina. After their high priest dies, the city elevates Tucantor, a descendant of Hagoth and Hemen, gifted in prophecy.

Tucantor soon stops submitting his impressions to the Holy Ghost, treats every thought as revelation, forbids the people to seek personal confirmation, dissolves the council, restricts the temple to those he authorizes, and posts armed guards at the temple of Eve. Moroni leads a delegation, breaks down the door, and confronts him. Tucantor defends an exclusivist priesthood received from an angel, claiming gifts of the Spirit cannot test the anointed.

The gathered people reject him by common consent and strip him of office; he retreats home pronouncing condemnation upon them.
