Moroni reflects on the disturbance caused by Tucantor's teachings, since the people had assumed a high priest would speak only as confirmed by the Holy Ghost. He concedes a kernel of truth: priesthood exists so men and women may learn to act as the Lord acts and to serve one another. Yet he firmly rejects the claim that priesthood is the source of salvation.

The Holy Ghost reveals truth, preserves remembrance, and seals the righteous to Christ as the Holy Spirit of Promise; the Peacemaker alone saves. Moroni illustrates by noting he cannot testify of Jerusalem, having never seen it, but can testify daily of Christ because the Spirit has witnessed to him personally. No high priest can manufacture truth by decree, condemn those who receive a different witness, declare worthiness, withhold ordinances, or claim dominion.
