After the council fasts and prays, the lot falls upon Minoet, daughter of Shedet, to fill the seat of high priest at Mentina. She convenes the Peli to regulate the church by revelation and consent, searches the archives, and sets down the ordinances then practiced among the Nem, that the people might be united. The recorded ordinances distinguish carefully between saving graces and honored customs.

Blessings of newborns and of children, ordination to the Order of Levi, blessings of homes, fields, and harvests, and the offering of incense are good traditions but not required for salvation. Saving ordinances include baptism in the threefold name (Unchi Ahm Aht Ahm), the Sweat Lodge rites of Unipi and Itsipi, the Sacrament called Manna, and the rites of the High Place. Peli are ordained by laying on of hands; a Council of Thirteen holds the Melchizedek Priesthood.

Women called to this council are ordained high priest but not conferred the priesthood, having it already from the Mother.
