Isaiah names two distinct figures and a gathering. The Rod out of the stem of Jesse and the Branch — and then in verse 10 the Root of Jesse, who stands as ensign and to whom the Gentiles seek. The Rod and the Root are not collapsed; the chapter presents them as paired prophetic offices, the Root bearing the sevenfold Spirit and judging with the breath of his lips. The peaceable kingdom that follows is Zion established, the earth filled with the knowledge of Jehovah. Verses 11–16 then set the second recovery — the Lord's hand stretched a second time to gather the remnant from Assyria, Egypt, the islands, the four corners. Ephraim's envy departs, Judah's adversaries are cut off, and a highway is prepared like the exodus pattern. D&C 113 confirms the Rod and the Root as last-days servants of Joseph's lineage.
